PMCompare Terms of Service
Terms version: 2026-09-16
Last updated: 16 September 2026
These Terms of Service ("Terms") apply to your use of PMCompare ("PMCompare", "we", "us", "our") by property owners and registered property management agencies in Aotearoa New Zealand.
By using PMCompare, you agree to these Terms.
1.Our role — introductory marketplace
PMCompare operates an introductory marketplace that connects residential property owners with independent property management agencies seeking new management opportunities.
PMCompare is not the landlord's property manager, real estate agent, tenancy bond holder, or representative of any agency or landlord.
PMCompare does not itself manage, inspect, let, or provide property management services for the property.
Once a landlord selects an agency, any property management relationship is between the landlord and that agency. PMCompare is not a party to that management relationship.
Information supplied by agencies through Proposals is provided by those agencies and remains subject to confirmation by the selected agency.
2.Who may use the platform
Landlords
Landlord users must be the legal owner or an authorised representative of a New Zealand residential rental property.
Landlords must provide accurate information to the best of their knowledge and must not deliberately submit false, misleading, duplicate, or manipulated property information.
Agencies
Agency users must be authorised representatives of a legitimate property management business operating in New Zealand.
Agencies must provide accurate business, service-area, pricing, and contact information.
PMCompare may review and approve agency registrations before an agency can access landlord Opportunities or submit Proposals.
Agencies remain responsible for the accuracy of information contained in their Proposals and for confirming their final commercial terms directly with the landlord.
3.Property questionnaires, proposals and estimates
Landlords may complete a structured questionnaire relating to their property and requirements.
Information may include:
- occupancy;
- Healthy Homes status;
- pets;
- furnishing;
- preferred start date;
- rental expectations;
- property details;
- other relevant questions;
Agencies may respond to this information through Proposals.
Any estimated weekly rent expectation supplied by a landlord is an optional baseline only.
PMCompare may provide links to external market information, including the Tenancy Services Market Rent tool and Trade Me Property, for reference.
Proposal figures and service terms remain indicative until the selected agency completes its own assessment and confirms its final terms in writing.
PMCompare does not guarantee any rental amount, management fee, maintenance cost, or other commercial term supplied by an agency.
4.Introduction fees
Opportunities are free for agencies to view and Proposals are free to submit.
A landlord compares anonymous Proposals and may request a call with one property manager. That request creates an introduction, and the agency is charged a flat:
NZD $99 per introduction
PMCompare is not GST registered. The $99 introduction fee is a flat total with no GST component and no GST-inclusive wording applies.
The introduction fee is charged when the landlord requests a call with the agency, unless the agency instead uses one of its available free introductions.
The introduction fee is charged to the agency. Landlords do not pay PMCompare for the matching service.
Requesting a call is a recorded platform event and is not an appointment, a booking, or a property management agreement.
The fee is therefore payable when the landlord requests the call, regardless of whether the landlord subsequently enters into a property management agreement.
Launch promotions
PMCompare may offer promotional free introductions to eligible agencies during its launch or testing period.
Where PMCompare expressly offers an agency two free introductions, those free introductions will be identified to the agency at onboarding or elsewhere on the platform.
Free introductions do not create a permanent right to future free introductions or discounts.
Unless expressly stated otherwise, the standard $99 introduction fee applies after any applicable promotional allowance has been used.
Historical Selected Lead fee (pre-2026-09-16)
Before this version of these Terms, PMCompare operated a different commercial model under which an agency was charged a flat NZD $399 fee (the "Selected Lead fee") when a landlord selected that agency's Proposal.
The Selected Lead fee no longer applies to any new transaction. It is retained in these Terms solely for historical reference. All Selected Lead transactions, invoices, and related records created before this version remain valid and unchanged, and are not affected by the introduction of the $99 introduction model.
5.Lead quality and verification
PMCompare is designed to provide agencies with high-intent landlord opportunities rather than general unqualified enquiries.
Before a landlord can generate an introduction, PMCompare may require verification and qualification steps including:
- email verification;
- mobile/SMS verification;
- completion of a structured property questionnaire;
- confirmation of property information;
- the landlord requesting a call with a single agency's Proposal;
These measures are intended to improve lead quality and establish genuine landlord intent.
However, PMCompare does not guarantee that every introduction will result in a signed property management agreement.
A landlord may decide not to proceed after requesting a call with an agency for reasons outside PMCompare's control.
6.Introduction Guarantee, recredits and refunds
The introduction fee is generally earned when the landlord requests a call with the agency and the introduction is created.
The Introduction Guarantee exists to provide protection where there is a genuine problem with the validity, accuracy, or usability of an introduction.
Examples of circumstances that may qualify for review
Depending on the circumstances and evidence available, a claim may be considered where:
- the contact information is materially invalid;
- the landlord cannot reasonably be contacted despite genuine and timely follow-up;
- the landlord states that they did not request the call;
- the property or opportunity information is materially incorrect;
- the introduction is a duplicate;
- the introduction was generated or charged in error;
- there is evidence that the introduction was materially defective or unusable;
- another comparable circumstance means the introduction did not reasonably constitute the opportunity represented by PMCompare;
The examples above are not an automatic entitlement to a credit or refund. PMCompare will review the circumstances and available evidence.
What does not automatically qualify
The following does not, by itself, make an introduction invalid:
- the landlord deciding not to proceed;
- the landlord changing their mind;
- the landlord delaying their decision;
- the landlord deciding not to appoint a property manager;
- the landlord failing to sign a management agreement after the call;
- the agency being unsuccessful in converting a genuine introduction;
The introduction fee is for the completed PMCompare introduction event, not a guaranteed management agreement.
Recredit — standard remedy
Where PMCompare approves an Introduction Guarantee claim, the standard remedy is a platform recredit equal to the amount charged for the affected introduction, up to the actual amount paid.
The recredit is added to the agency's PMCompare credit balance and applied against future introduction fee charges.
Full refund — exceptional remedy
In circumstances where PMCompare determines that the charge should be reversed rather than provided as platform credit, PMCompare may approve a full cash refund of the actual introduction fee charged for that property.
A cash refund is not automatic merely because a claim is approved.
Where a cash refund is approved, it will normally be returned to the original payment method, subject to applicable payment-processing requirements.
An agency cannot receive both a full cash refund and a platform recredit for the same introduction.
Claim process
An agency seeking an Introduction Guarantee review must submit the claim through the process specified by PMCompare.
PMCompare may request evidence reasonably necessary to assess the claim.
PMCompare may consider:
- PMCompare activity records;
- agency outreach records;
- landlord communications;
- contact attempts;
- property information;
- proposal information;
- other relevant evidence;
PMCompare's determination will be recorded against the affected introduction.
7.Fair-use response requirements
Once identity and contact details are released, the agency must make a genuine attempt to contact the landlord as soon as reasonably practicable. There is no fixed waiting period, and the landlord is free to speak with another manager at any time.
To remain eligible for Introduction Guarantee consideration, the agency must log its initial outreach, unless PMCompare expressly permits otherwise.
The agency should keep the relevant introduction status reasonably current in the PMCompare dashboard.
Failure to make a genuine and timely initial contact attempt may affect eligibility for an Introduction Guarantee claim because PMCompare cannot fairly assess an introduction that the agency has not reasonably attempted to pursue.
8.Requesting a call
Landlords may compare anonymous Proposals without obligation to request a call with any agency.
Requesting a call with an agency:
- identifies the agency requested through PMCompare;
- creates the introduction;
- triggers the applicable $99 introduction fee for that agency, unless a free introduction is used;
- releases the landlord's identity and contact details to that agency;
Requesting a call is not an appointment and is not a signed property management agreement.
Only one introduction may be active per property at a time. A landlord may close an active introduction and request a call with a different agency, which creates a new introduction and a new applicable fee.
Any subsequent property management agreement, rental appraisal, management authority, termination notice, or other legal relationship is separately agreed between the landlord and the agency.
PMCompare does not guarantee that an agency will accept the property or that a landlord will ultimately enter into a management agreement.
9.Non-circumvention
Agencies agree not to deliberately use information obtained through PMCompare to avoid fees properly payable to PMCompare.
Landlords and agencies must not deliberately misrepresent or manipulate their actions on PMCompare for the purpose of avoiding an applicable introduction fee.
Where PMCompare reasonably believes that an agency or landlord has deliberately circumvented the platform or manipulated platform activity to avoid an applicable fee, PMCompare may suspend or terminate access and may pursue any contractual remedies available to it.
Nothing in this section prevents a landlord and agency from entering into their legitimate independent contractual relationship following a PMCompare introduction.
10.System records and evidence
PMCompare maintains server-side activity records relating to platform activity, which may include:
- Proposal submissions;
- landlord selections;
- payments;
- credits;
- refund decisions;
- disputes;
- service-area changes;
- account changes;
- other relevant platform events;
These records may be used by PMCompare when reviewing disputes, billing questions, introduction reviews, or account activity.
Nothing in these Terms prevents a court, tribunal, regulator, or other competent authority from considering other evidence where applicable.
11.Changing property managers
PMCompare is an introduction service. It does not prepare, generate, serve or store termination notices, change-of-agent forms, key or bond handover documents, or any other property management transfer paperwork.
Once an introduction is made, any notice, termination and handover arrangements are a matter between the landlord, their current property manager and the incoming agency.
Nothing on PMCompare is legal advice.
12.Acceptable use
Users must not:
- deliberately provide false or misleading information;
- manipulate proposals or property information;
- submit automated or fraudulent bids;
- scrape agency or landlord information;
- attempt to bypass PMCompare fees;
- misuse another user's information;
- harass other users;
- attempt to gain unauthorised access to the platform;
- reverse-engineer restricted platform functionality;
- otherwise misuse the platform;
PMCompare may suspend or terminate access where it reasonably believes there has been a breach of these Terms or misuse of the platform.
13.Liability
PMCompare is provided on an “as is” and “as available” basis to the maximum extent permitted by applicable law.
PMCompare does not guarantee:
- that a landlord will appoint an agency;
- that a property will be suitable for an agency;
- that an agency's Proposal will be accepted;
- that a landlord and agency will enter into a management agreement;
- the accuracy of information supplied by another user;
- the availability or uninterrupted operation of third-party services;
PMCompare is not responsible for the acts or omissions of an agency or landlord introduced through the service.
Any limitation of liability is subject to rights and liabilities that cannot lawfully be excluded or limited under applicable New Zealand law.
To the maximum extent permitted by law, PMCompare's liability arising from an introduction transaction will not exceed the actual introduction fees paid by the affected agency to PMCompare in connection with the relevant claim, except where applicable law requires otherwise.
14.Payments, credits and records
All charges, platform credits and approved refunds may be recorded in PMCompare's platform ledger.
PMCompare is not GST registered. Receipts issued for the $99 introduction fee are flat totals with no GST component and no GST-inclusive wording.
Platform credits are not cash and cannot be transferred between agencies unless PMCompare expressly agrees otherwise.
Financial records will be retained for the period required by applicable New Zealand law, including historical records relating to the retired $399 Selected Lead fee.
15.Privacy and information
PMCompare may collect, store, use, and disclose information as reasonably necessary to operate the marketplace, verify users, provide landlord opportunities to agencies, process payments, administer the platform, prevent misuse, and comply with legal obligations.
Users should also refer to PMCompare's Privacy Policy for further information about how personal information is handled.
16.Changes to these Terms
PMCompare may update these Terms from time to time.
Where a material change affects existing agency users, PMCompare will provide notice where required and may require the agency to accept the updated Terms before continuing to access paid platform functionality.
The version accepted by an agency and the date/time of acceptance may be recorded by PMCompare.
17.Governing law
These Terms are governed by the laws of New Zealand.
Any applicable rights, obligations, remedies, and protections under New Zealand law continue to apply.
